I know where to get it but...

i completed the mission where the luxons and kurzichks(?)
deside to put their weapons aside and now geoffer isnt there.
So my question is when (if) is geoffer there again?

If you have the quest "Protect the Halcyon" in your log, either finish it or abandon it and Geoffer should be in his usual spot. If you don't have the quest then well... I don't know what to tell you.
